Cities is a free puzzle for engineers, where you need create a good network of roads in the country. The country is divided into 16 square sectors. Each sector is a road, city or field. Sector must be located for 3 conditions:
1. Number of outside roads must meet the number of neighbors;
2. All roads should be connected to each other;
3. All sectors must continue to each other.
